SACRAMENTO, Calif. — The Student Senate for California Community Colleges (SSCCC), representing 2.1 million students, celebrates the Governor’s signing of SB 98 (Pérez), legislation designed to strengthen protections for students across California’s education system.\

Under existing law, the California Community Colleges, California State University, University of California, and independent institutions of higher education are directed to implement precautionary measures when federal immigration enforcement activities occur on their campuses. These measures include requiring students, faculty, and staff to promptly notify the office of the chancellor, president, or their designee if they are made aware that an immigration officer is expected to enter, will enter, or has entered campus to execute a federal immigration order.

SB 98 expands these protections by requiring community colleges to immediately notify students if immigration enforcement is present on campus. The bill also requires colleges to update their comprehensive school safety plans by the next review and no later than March 1, 2026, to include:
Procedures for notifying parents, guardians, teachers, administrators, and staff when immigration enforcement is confirmed on school grounds.
Provisions to ensure students who face deportation are supported with seamless transitions back into enrollment and connected to support programs upon their request.

“With the signing of SB 98, students and their families can feel safer knowing their colleges will act quickly and provide the support needed to continue their education,” said Jerry Reyes, SSCCC President. “With over 2.1 million students in California Community Colleges, this bill sends a clear message: You belong here. Your education and safety matter.”

The bill includes an urgency clause, meaning these protections take effect immediately. Students across California’s community colleges now have critical safeguards in place, including notification of enforcement presence and support for re-enrollment if needed.

The SSCCC reaffirms its commitment to advocating for policies that prioritize student safety, equity, and success. With SB 98 signed into law, the SSCCC will continue working with state leaders, colleges, and communities to ensure that every student learns in an environment that is transparent, safe, and welcoming.
