Whereas, The California Community College system has been historically funded by enrollment-based apportionment;
Whereas, The California Community College system has not been adequately funded by state budgets in years and has thus been forced to shut its doors to over 600,000 students;
Whereas, The California Community College system, per California's Master Plan for Higher Education, has not required students from California to bear the financial burden of education costs; and
Whereas, Performance-based funding models and two-tiered education systems are fundamentally alien to the spirit of California higher education;
Resolved, That the Student Senate for California Community Colleges strongly oppose any shift in funding policy that would constitute an abdication by the state of its responsibility to fund education in the state or pass that responsibility to the students;
Resolved, That the Student Senate for California Community Colleges strongly opposes the adoption or implementation of any performance-based funding model in California Community Colleges or in California higher education;
Resolved, That the Student Senate for California Community Colleges strongly opposes the adoption or implementation of any two-tiered education model or extension programs of for-credit courses in California Community Colleges; and
Resolved, That the Student Senate for California Community Colleges declares and affirms that the California Master Plan for Higher Education of 1960 should still be the standard and guide for any educational policy emanating from the California Legislature.
